Some of these posts are confusing the issue. HiroMYhero has best answers.
- You may use their MB and FP+ ONLY if THEY have entered the park, scanned their finger and used up that ticket entitlement.
- They could leave the MB but like you say they are the room key. You could ask for a hard ticket key on check in for them to carry OR purchase an extra MB and attach it to one of their tickets for them to use going back. They would not be able to return unless they both had keys or MBs.
- You do not need a MB for any transportation, that is available to all guests on or offsite.
- If they decide to stay in to rest, they have not used their MB to enter, so no you can not take them and use the FP+.
- You can not tap them in to the park because they need to scan their finger and ticket can only be used by them.
- If you attempt to use the FP+ without them tapping at entrance and scanning their finger, Disney will flag their account and you don't want that.
- You could at that time move the FP+ to later in day if they are going to join you later.
The problem is that Disney began a huge crackdown a month or so ago on "guests getting extra FP+" so the protection put in place was the TICKET the FP+ is attached to must be scanned at the front gate. Once inside you may share, but they have to come inside with you.

No you may not use their FP+ if they did not enter park because without their ticket scan they are not activated.
I posted this question in the Magic Bands thread, but am not sure if that is the right place for it...
I'm travelling with my family and my in laws in September. Unfortunately, they have not been in great health recently so won't be doing some of the rides that I've set up fast passes already for all of us. In fact, they will probably just want to go back to the hotel (BLT) and relax for some of these. If they want to do this, is there any way they can leave their magic bands with us in the park so we can use their fast passes? Will they be able to get into the hotel room any other way (since the bands are the room key), and will they need the bands to be able to take the transportation back to the hotel as well?
Also if they decide to have a lie in one morning, would we have to meet them at the park entrance to give them their bands so that they can get in if we take them to use the fast passes already reserved on them? I understand you have to enter the park now for the fast passes to be valid, so can they be 'tapped in' (as we have valid park hopper tickets) or would that not work? Do we just not use these FP's or cancel them?

No I didn't post this anywhere else. We are not doing a split stay or have extra magic bands or anything like that!
I'm honestly just thinking about the rides we've booked a couple of FP for that my in laws won't be able to do now because of their health to be on the safe side. I thought one of our other family members could take their place and have two rides on that attraction so the FP wasn't wasted - but that wouldn't work if they left the park with their magic bands because they needed them to get back into the room / for the transport.
If this is frowned upon then I apologise. I didn't realise it would be a big deal as I've seen lots of comments on this board about people letting their family members use their bands if they didn't want to go on a ride and the staff don't care? Is that wrong?
