Opinions needed - Could my daughter wear this at Epcot for her 21st?

Part of the problem with viewing some websites on your phone is that the formatting gets messed up and/or it is difficult to scroll. For Halloween they do allow costumes within the guidelines shown. At other times of the years they do not.
 
It's lovely, but I think it is a bit too costumey for an adult on a regular park day (maybe they'd be more allowing if it's October 31). However, it's the CMs at the gate that will make that call. She might want to be prepared and have something to change into.
 

it would be fine for the Halloween party, but maybe not for Epcot on a regular day. the guidelines are different. just be prepared.
 
Please note OP was asking for a regular park day in Epcot, not a Halloween party. The rules are different for the parks when not attending a party.
My error, I read the post as going to the Halloween Party, rather than the guidlelines posted were for the party.
The original outfit most likely would not be allowed in the park on a regular day.
