Yes, in order to book a placeholder, you (or your TA, if the placeholder has been assigned to them) have to call in to book the actual cruise for it.

Completely agree. We are booking as gold on Tuesday but I have to call because I've got a placeholder. Boo. But hey, saves me 10% (as long as the prices don't keep doing up while I'm on hold )
