Open Boarding?

So I've been seeing a lot of people report that even if they've have a boarding group deep into the numbers that they have been able to get on even if their group isn't available either due to open boarding which I've been seeing people say is around 12:30ish. Has anyone recently (especially on the Dream) encountered this?

I don't want to stress myself about a boarding group/port arrival if I don't have to.

Our recent cruise (PAT 12:45, boarding number 16) we weren't allowed to enter the terminal until actual PAT, but once checked in, we were told "wait for your boarding number to board". However, once in the area where we had been directed to wait, everyone was just heading for the boarding door. They were beyond calling boarding numbers.
 
For Fantasy at PC in July, we had a PAT of 2:15. Got there early, around 1pm. Open boarding happened after 1pm but before 1:30pm.
