I will be booking Llmps in a couple of days: I will be booking DHS 18 days out and want Slinky for as close to 9:00am as possible. We are offsite so no early entry and want to tap into this then immediately book the 3 othe tier 1 rides there.

If I try to pre book slinky and two other tier 2 rides (which I will not use and modify out of them a soon as possible) and one of those tier 2 rides have 9am availability, I assume the app may book one of those first and push back slinky even if slinky is available earlier?

So should I just book slinky and leave it at that?
 
Correct. But I want to do slinky first so after I will have 3 LL slots open and then filled with the other 3 tier 1 rides at the park as quickly as possible.
If I do a tier 2 ride first and already have slinky booked for later, I could book 2 of the other tier 1 LLs quickly, then have to wait until I ride another ride before booking the 4th tier 1 ride.

How are you going to book 18 days out since you are staying offsite? If are an offsite guest, you can only book 3 days in advance of your ticket start date.

I have 14 day tickets which are good for 17 days, plus booking starts 3 days early.
 
You could do that and then pay for each of those LLMP days.

Then after go in and add your tier 2’s

Yes, you can book one and then you have 5 minutes to check out. You check out each day at a time in your window. Then you can go back to book your 2 other lightning lanes for the day if you want. I'd book and then modify when you're there to tier 1's just in case something changes, you have these as a back up. Toy Story is nearby, so that's an easy Tier 2 to knock out on your way from Slinky.

Should work fine, the competition for the other tier 1 rides at DHS is low compared to other parks. You won't get morning times, but you'll get everything you want.

You would miss out on using the LLs during the morning hours if you had your eye on anything Tier 2. I would play around with availability on Thrill Data for various attractions to get a feel for day of availability. Some of the Tier 1s stick around for a bit (again, later in the day on availability) so you might be able to do a 10am-ish LL like ToT or TSMM and then snag the Tier 1 your after.
 
Some of the Tier 2 rides (TSMM and ToT) are harder to book earlier than the Tier 1. Are you interested in riding those at all? Those are my 2 favorites at DHS.
Very true. Almost everyone chooses the same two at both HS and MK and it pushes those tier 2 rides times out when booking your LLMP (unless you can book so far out like the OP). MK=Pirates and HM, HS=TSMM and ToT, and I think Epcot is now Soarin and Spaceship Earth
