Online booking on time change date (Europe)

I'm trying to figure this out: As I live in Switzerland, the usual time difference between Switzerland and Florida is 6 hours. So I normally could start doing 11 month bookings at 14:00 (2PM) my time, as that would be 8AM eastern time.

Now, for my next booking the 11 month window opens on Oct. 28 and that morning watches in europe are being turned back one hour as winter time starts, however, in the US it's still summer time until later ins november.

So on that day, I actually could start the online booking at 13:00 (1PM), right?

Yes, you are correct, CET standard time is UTC+1 and EST daylight saving time is UTC-4, so it is a 5 hour difference.
