One of the parties were going with might be staying offsite. I know they can't make FP until 30 days out.. but the other half are staying onsite which means we can book FP 60 days. Are the on site guests allowed to make FP for the ones that are staying offsite so we can all be linked together and have the same FP?, can the offsite guest even have a MDE account even though they don't have a reservation to stay at a dis resort?

The people staying onsite can book their FP+ 60 days in advance. The offsite guests will have to wait until 30 days before their trip. You will not be able to make FP+ reservations at 60 days for anyone who is not listed on an onsite resort reservation. However, the offsite families can still set up MDE accounts at any time and you can link all of your plans by sending invites to each other.
 
The people that are staying on-site should book FP at 60 days, and then at the 30 day mark they should attempt to "copy" the FPs to those staying off-site. I say attempt because certain FPs may not be available anymore (e.g. A&E) or the exact times may not be available. But the system does attempt to match them up so that the times are at least overlapping to create a window where all parties can ride together.
 
I just want to add that the offsite guests would have to have tickets linked in their MDE accounts in order for them to book their FP+ reservations at 30 days out, or for you to copy your FP+ reservations to them. If they don't have data for valid admission media in their accounts, no FP+ reservations can be made. This applies to both onsite and offsite guests.
