I have heard that Universal is offering a payment plan for their Annual Pass-$15 month per pass or something like that.

If you have details please post.

Also is this available for either of the Ap and is a AAA discount available?

I'm under the impression that the payment plan is only good for the 2-Park Preferred Annual Pass. The Universal site states that the payment option is not valid with any discounts, promotions or upgrades. Here's a link with additional info:
