My line of thinking is that if the State is on record with supporting the running of that large of an event, I think DL operations wouldn’t be targeted.

I would be surprised. But I do think staffing shortages due to large numbers of cast members being sick with covid could potentially cause some real problems.

It's being covered by the indoor mask mandate (recently extended) -- my hope is they don't do something like "no fans" which is technically still allowing it to happen, but would be untenable for the NFL and cause the event to relocate to its contingency site at AT&T Stadium in Arlington.

Yes. California is still under a state of emergency and COULD impose restrictions if it is necessary. With OMICRON being a mild variant hospitals are not likely to get over whelmed.
