I know that the OKW is the DVC hotel at WDW. But I also know that you can book a room there if they don’t have enough DVC requests.

So what I would like to know is the following: Are rooms in general available for non-DVC members or is there only a rare chance to book the hotel as non-DVC member?
 
Rooms are not only readily available but for lots of this year and seemingly next year, they're offering over a 40% discount and free dining :)

As luke says there are great offers for OKW or SSR if you can go when free dining and discount is on. This summer we are paying £100/night at OKW which includes DDP for upto 4 people.
Your location says Germany, you are allowed to book on here http://wdtc.disneyinternational.com/Default.asp when entering address there is a drop box which includes Germany a pop up box will tell you amount payable will be in £ Sterling.

@ wayneg: we used this page to book our last year stay. And for us it was a big adventage because if we would only have used the German WDW page we would not have had this special offers with the free dining and the 14 day tickets. And the other adventage was that the Euro was so good compared to the Pound. :banana:
 

Disney owns it own roon allocation at the DVC resorts so they will be rooms left untill Disneys allocation sells out.
