Can we meet Olaf? And if so, is it a fast pass like Anna and Elsa? My daughter is obsessed with him!

Yes Olaf has a meet and greet in the Frozen Fest area. His line can be long so it works best (when possible) to have one adult wait in his line and then the other wait in the line with the kiddos for the Frozen Fest. Once you're in there's snow play, entertainment, food and shopping. Olaf is in there too. The outside line for him feeds in and once you're in you get a buzzer and can then join the rest of the family before getting in another (shorter) line for Olaf once your buzzer goes off. This is how it was in January - someone correct me if it changed.

The snow play area inside has ended, so at last report Olaf was doing a meet & greet outside of where the snow area used to be, over near the theater where the Frozen Sing-Along is playing (the old Muppets theater).

The Snow Fest's last day was April 30th. Olaf continues to meet guests in the same general area, but now outside of Stage 17. If you face the Snow Fest Building (so the Sing-Along is to your left and Oaken's Trading Post is to your right), Olaf is along the right side of the building set back a little. He has a cute backdrop, but not nearly as elaborate as the one inside the Snow Fest. He uses a modified FP system (like they use for Anna & Elsa). You get the FP/Return Ticket that will tell you when to come back to meet Olaf. The FP/Return Ticket is not connected to the rest of DCA's system or to the A&E FP/Return Ticket. He only meets until about 5:00 pm or so (check the times for the days you will be there) and he is popular, so don't wait to long to get a FP/Return Ticket. Once the FP/Return Tickets run out, you will not be able to meet Olaf (i.e., there is no standby line).
