Having stayed at OKW for over 22 years I can say that I have never had a cleanliness issue. Remember the number of towels is one bath towel per guest ( based on the room's capacity) and one hand towel per bathroom/tub, one washcloth per guest and one bathmat per tub or shower. I bring a beach towel because I prefer a larger towel for myself and use their towel for my hair.
As has previously stated the trash rooms are clearly marked on the ground floor of each building, trash and towels are day 4 of a 7 day or less stay. You clearly received some extra pixie dust if you had daily housekeeping at BCV. I am jealous. Daily housekeeping is available for a fee. And most hotels (even the very upscale ones) today do not change your towels daily unless requested to do so to save water & energy. I don't change my towels daily at home, just hang them to dry after I use them.
Having been a member for so long I always check things like light bulbs (occasionally burned out) when I arrive and call to have things fixed if necessary. Having been in a 1 BR at BWV when the toilet overflowed at 5:00 AM and a call to Housekeeping/Service had a CM there to evaluate the problem, towels to help clean, a plumber soon after and a housekeeper to clean the mess I can say that it worked better than at my home (where I would have to wait a day to get a plumber).

Did you call about the mess?
Did you mention it at the front desk?
I have found that the rooms that are popular (HH, ground floor) are often fully occupied meaning that as one guest checks out another is coming in right behind them. That leaves less time for a more thorough cleaning.
After my toilet problem at BWV I did have a housekeeping supervisor come by for an extra check of the room to assure that we were comfortable with all our needs met..
