OKW to POFQ

Is the water taxi the best way to do this?

Will i end up going to DTD then switching to POFQ boat or is there a boat that goes directly to POFQ and POR?

What time in the morning do the boat start running at OKW?

Your fastest way is to take a taxi. If you want to use Disney transportation, then bus to any theme park and transfer to the POFQ bus there.

If you do the boats, you would have to take one from OKW to DTD, then transfer to the POFQ/POR boat. The boats from OKW run hourly starting at 11 a.m.
