eBay does permit pre-sales on a limited basis, as long as the seller guarantees that the item will be available for shipping within 30 days from the date of purchase (i.e., the day the listing ends or the date the item is purchase from a store front listing).

So what happens if they don't win the pins in the RSP...

They are taking a chance listing it, but people do it all the time. Maybe they know 20 people that are going and they figure one or two of them will get one. Most of the time...they just send the money back. It seems pretty risky to me.

Now if the RSF had already been picked and they got one but didn't have it in their hands yet...then I would bid.
