The only offsite hotels with decent transportation are the DTD hotels. Without a car you're better off trying to get a good rate on a value resort. A $60-$70 PL bid for a resort WILL PROBABLY either get you the Hilton or Wyndahm in DTD OR A REJECTED BID but no guarantee. You can look for deals on the Best Western but I think you might be better off with a value.
It doesn't need to be THAT cheap. I don't like value resorts. I might sound spoiled but I just won't stay at them. I don't do hotels with lots of children, and no sit down table service restaurant. I don't like the moderates either.

The DTD hotels have buses than run about every 30 minutes. You can also take Disney transportation, from a resort, to DTD and walk back to your hotel. Most of the other off site hotels have scheduled bus service a few in the morning and a few in the afternoon.
You can check places like this board and the consolidators for deals on DTD hotels as well as the S/D.
You can try PL, go to biddingfortravel.com for ideas BUT NO GUARANTEES. A lower resort bid will almost always get you the Hilton, Wyndham or rejected but ocassionaly you'll get the Marriott which charges extra for their shuttles. If you wind up with the Marriott you may want to take a cab back if the bus schedule doesn't work for you.
A friend of mine just got the Hilton for $75 on PL and left their car at the hotel for the entire trip.
you can also see about renting a studio from a DVC member - off season $80 (OKW) to $120 (BCV, VWL, BWV) sun thru thurs - off season. higher other times and fri/sat
Sept/Dec 1-14/Jan - are off season.
you would probably like BWV - you could walk to Epcot or Studios and at night have the BW.
however it is Orlando - you are going to have children in most places.
