This might be able to predict the tide for the day you are in Saint john to see if you don't arrive at the 20 minute slack tide periods.

As for the rates, I posted an inquiry on facebook for my friends and relatives in Saint John, so i should get an answer for you soon, but it will be comparable to Halifax. It is only a short ride, 15 minutes tops and that is if traffic is really bad to get from the dock to the falls. Before you make plans see what the tide prediction is for that day.
