I'm sure I've read this somewhere but are friends staying offsite permitted to visit or have a pool day at our DVC resort after a day at the parks?

visit - yes

use the pool - no. pools are for guests of the resort only, so they can use the pools only if you have room on your occupancy limit to add them.
