October discounts

When does Disney typically come out with discounts for October? I have my airline tickets booked for October 23-29. I'm interested in getting the dining plan but also thought about using the DVC and buying points. If Disney happens to offer free dining for the end of October I can't get it if I booked through DVC right? If I book a resort at Disney at full price would I get the discount if one comes up?
I just don't know if I should just book through DVC and buy the meal plan or wait for a Disney sale? If I wait and have to wait until late summer will I miss out on some good dinner reservations?
I know a lot of questions...I've never been to Disney and feel like I'm way over my head

We are also going down in October and am hoping for some discounts. I know that some people received PIN codes that cover most of the fall months, but unfortunately I did not receive one.

Sorry, bit October discounts (after free dning, which typically ends 10/02ish) dont come out until July! We can wait together if you want!
