So we have 4 nights at boardwalk, 3 adults, 2 children (5 & 6). We're wanting to come in a day early but trying to save a bit of money for that night. Is it an issue to book one of the rooms at All-star or AoA for that 1 night that only have an occupancy of 4? Does Disney enforce that or would it be fine?
 
Disney takes their occupancy limits very seriously, and doesn't make exceptions. You would not be able to book a room for 4 with three adults and two children.

If you don't want to go for a moderate that sleeps 5, it might make sense to get a room at one of the hotels near the airport, or one of the Disney Springs hotels if you weren't planning to use Magical Express.
 
Disney enforces their occupancy numbers. I'd look at a nearby offsite hotel for 1 night, or a moderate for 1 night that can hold 5, CBR or POR for example, but it might not be much in the cost savings department.
 

Also, if you are flying in it would mess up your ability to use the Magical Express if you are "sneaking" an extra into a room meant for 4. Magical Express will scan everyone's magic band and each person needs to be on the reservation to use it.
 
With a family of 5 (all ages 3 or up) on WDW property, your most economical option will most likely be a "5th sleeper" room at POR or CBR. There may be more economical off-site options, but when you start factoring in separate transportation costs to offsite hotels, it may just be easier to book POR or CBR. If you are coming in late in the evening, also consider the Hyatt at MCO. After your night there, you can simply go down to Magical Express and take the bus to the Boardwalk.

You should also check into rooms at the Swan and Dolphin. I think their occupancy is up to 6 and they are conveniently located since you will be moving over to the Boardwalk. They offer discounts like AAA. I've found their prices can be competitive with Disney's moderate hotels depending on when you go and what discounts you qualify for.
