I am not sure, but Epcot does sell light toys at night. Those may be fun. they has one that scrolled words you put into it that was interesting.

If you keep the bags in your pocket i dont see what can stop you... although if you start throwing it all over they may get angry but in a huge group of people like that... who is going to know?

Well, the few NYE's I spent at DL the blasted giant confetti out of cannon at midnight. Im guessing they wont be too worried about you "additional mess."
