I have followed all the steps according to the board on making sure disney is not in my junk e-mail box. Ive been going to the disneyworld.com website saving vactions of all sorts. Even had my husband try it. I have gotten one exit survey in 3 months of trying, he has gotten 20 in the last 3 days. Today I got a CM thru chat I commented that I am not receiving any e-mails from disney not even newsletters and his comment was that the PINs are all randomly generated and to call the chat number to check if my information has been entered correctly. I think that somehow we are put on the "unworthy list" for a discount. I have been signed up to disneyworld.com for over a year and have not gotten a single e-mail from them. I have checked my account settings and I have the receive stuff from disney checked off my e-mail adress is correct mailing address correct. 
I am not sure how disney chooses who gets a discount and who doesn't but following the disboard steps does not work for everyone. I think maybe its because I am Canadian and Canadians get less discount offers the the UK or Americans do. I hope to be booking my trip in a week I am just waiting to hear from our friends who may or may not go with us.
