Not a wedding but a Sweet Sixteen onboard DCL

We are opting for a sweet sixteen cruise on DCL instead of a party. So far we have 5 rooms booked with 19 people. Any ideas what we can do to make it special for our daughter?
 
Never cruised before but also doing research for our cruise! Cabana on Castaway Cay, Dinner or Brunch at Palo or Remy, Something at the spa, Make sure sit together at dinner, order a cake, a special excursion, and in room celebration from DCL come to mind.

She won't be able to do Palo, Remy, or even the spa at 16 as they are all reserved for guests 18 and older.

A Cabana on CC is going to be hard. I believe they all only hold 10 maybe one holds 12. Booking things for 19 people is going to be rough. I would call DCL and see what group activities they may have. I know you can rent space on board so you could perhaps do that and then hire some characters if they are into it.

Definitely the first thing to do is make sure there is a note on your reservation that you are celebrating a sweet sixteen. Maybe do an in room celebration (pricey but worth it for the surprise!) If that isn't your think maybe order some chocolate covered strawberries for the room. make sure to order a cake, get her a birthday button the first day of the sailing so they know she's celebrating... maybe book her a special excursion? Birthday Mickey ears are always fun. Have a blast!
 
Some kind of small sweet 16 party on board if you rent space, or even have a special "sweet 16 dress up night" at dinner that would would provide Sweet 16 like pictures in formal dresses? I think I'm thinking this because I'm helping plan a prom party for my daughter who is a Disney freak and bought her a Cinderella look dress - I think that all 16 year olds still want to feel like princesses.... this is the dress we got..
