Non-Disney request

My husband and I are hosting a blood drive at our church in July in honor of our daughter, Mickey. We are putting a page about it on our family website and want to jazz it up a bit. We have found a logo for our local blood bank that we would like to use as a background on the page, but it is too bright. Is there a way to "fade" in using a graphics program to make it look like a watermark? Here it is:
