My first thought was "well, they got through most of the party season without it last year (because of the refurbishment) so I wouldn't be surprised at all to see them try it this year.
They may certainly have used data from how many people rode Splash last year during the parties (with BTMRR down for refurb) to determine that they could close that side of the park down and have it not be an issue. There weren't many people riding Splash during the party. It was a walk on all night - they even asked us if we wanted to stay on and ride again. The thing about comparing Splash with BTMRR though, is that there are people who don't want to get wet in their costumes, so while it may have appeared that that side of the park wasn't popular because of the party - I don't know that it would be the same with BTMRR which is (1) a great ride at night and (2) not as likely to have people not riding for fear of messing up their costumes. but...I digress...at the end of the day it is what it is and we'll plan accordingly.
