No availability to book on points but available to rent

Can someone explain why a DVC member cannot book a room using points because of no availability at a resort but the same room at the same resort is available to purchase by the general public? This situation has always angered me.
 
It's a combination of a lot of different things.

I have read that DVC is required to sell 2% of their rooms at resorts as cash reservations.

Also, if people use their points to book cruises, ABD, or stays around the world basically, DVC has to pay for the cruise, ABD, etc. The member might have used points but it still costs DVC money. So, DVC then turns around and adds more rooms up for cash to compensate for the loss.
 
There is a different inventories of points and cash rooms. Every DVC resort has a minimal number of rooms available for cash - the 2% sounds right. If a resort is not booked by DVC members, then DVD turns over some rooms to central reservations to be booked for cash. To some extent this is a fluid situation and sometimes inventory will be brought back into the points pool.

The biggest part of the cash reservation pool is for members who have traded points for non-DVC stays. Every time somebody uses points for a cruise, ABD, Concierge Collection, etc. DVD pays cash for those reservations and then rents out the equivalent room. So those rooms are not available for points reservations.
 

Thanks for the replies. What it seems to me is that Disney is getting the best of both worlds. It is selling “property interest” in its resorts by having DVC members fund the cost and the maintenance while also being able to rent the rooms in these resorts to the general public.

The members are credited for the revenue/dues when Disney rents a DVC room.
