How is this possible? How can you make a park reservation without tickets or an annual pass? I know that when we had unredeemed annual passes and hotel reservations, we could make as many park reservations as hotel days. However, once our APs had been redeemed, I had to buy tickets to cover any new park reservations after the AP renewal date, because it's still too early to renew the pass Supposedly, I can use the cost of the tickets toward the renewal price, but I am sure I will be sitting on the phone all day trying to do it.

When we cancelled and moved our December 2020 and May 2021 bookings, the hotel reservations and tickets were removed from my account, but the Park Pass reservations stayed and I had to manually cancel them so maybe they're from cancelled bookings where people didn't know about / didn't bother with manually cancelling their Park Pass reservations.

It was explained above. It happens when you cancel/modify a reservation, those passes aren't automatically cancelled.

New rooftop restaurant offers unrivaled views of Disney’s nightly fireworks (when they return)

Slightly redundant, but another option for nightly views via Illume at the JW Marriott Orlando Bonnet Creek Resort & Spa (I am not sure if this eatery is open yet). Still, if you can't get to California Grill, Topolino's, Dahlia Lounge or other, this might be an option.
