Only Disney knows whether or not there are "many" that were not activated. Yes, it can and does happen. Just throwing your opinion "out there" that there are "many" is probably pure speculation.
It doesn't matter either. Disney does not deal in specific, exact numbers like that. Just like selling Pixie Dust passes is inconsequential in the great scheme of passholder attendance in the mix. Disney decided as a policy that Pixie passholders may be helpful to add to the parks on non-holiday weekdays. Disney does not need to calculate policy from exact numbers. They have the 30,000 foot view. They only need to decide how many they are going to put back in the market and when, if ever.
After research and carefully reading and paying attention to the trustworthiness of statements from Disney and others (exact language, context, the event where the statement was made etc.), I have just stated that time period is a period to watch. I don't know if APs will be for sale then. Like everyone else, I will find out when the news explodes on the web.
