we live in Newport so I will give my suggestions. To park at first beach and walk the Clif walk you will have to pay the 20 dollar parking fee. There is parking along road as someone suggested which will cost 2 dollars per hour but unless you are there very early they will be taken.
first beach has been gross to actually step on the beach, but the snack bar has very good lobstar rolls 2 for 11.99. They will validate parking for 1 hour with snack bar purchase.
The best part of many of the mansions is the grounds and gardens which in most cases are free to walk around. Pick a parking lot of one of the mansions, walk up or down Belvue ave. Enter each mansion and walk to the back. You will have a beautiful view of each mansion for free!!!!
There is a very inexpensive boat tour around the harbor from Thames street. The lady sits on the side walk in front of the Mooring Resturant. Pm me if you would like the name I cannot think of it right now. It is nothing fancy but the tour is very good by Native Newporters.
Red parrot, Brick Ally pub, and The warf all have decent food. The Warf has some outside seating.
We belong to a private beach club so we do not go to any of the public beaches. Second beach seems to be the best option around.
Fort Adams is a beautiful spot to walk around or half a picnic. If you head to the left after entrance there is a nice hill to sit and see all of harbour and bridge.
