1. Renting points from someone I know for the first time. It will be husband, 3 year old, 1 year old, and me staying at Poly for about 8 nights. At the time of booking do I need to know the number of people in my booking for the room? Does it change the price with points on how many people are in the room? I was considering asking my in laws to come too but not for the whole trip. Maybe a few days at the start or the end.

2. If the person has 200 points and i will need 212 how do I do that?

3. Also, do I have to book magical express, tickets, and dining plan at the time of booking or can i add those on later? Again, we could book all of that for us, but im not sure if they want to come. Please help.

The DVC Point rate is the same per night regardless of the number of occupants (up to room occupancy limit). The owner can contact DVC and update the occupants to include your in-laws if they decide to join you.

The owner would need to borrow points (if available) from their next UY or purchase one-time-use vacation points (only available at 7 months from check-in) for $15/point.

DME can be added at anytime. You would need to give the owner your flight information as they are the ones that have to arrange for it.
Dining plans can be added anytime up to 2 days prior to the check-in date. Again, the owner must do this and it must be paid for in full at the time it's added.
You can purchase park admission from any authorized ticket seller. This can be direct from Disney or from one of many authorized resellers (like Undercover Tourist).
 
1. Yes, you do need to know who will be in the room. Cost will not change based on occupancy, but you cannot go over occupancy for the room. To be honest, 5+infant will be very tight in a Poly studio. You will have two people in a bed, two on a sofa bed, one on a murphy and one in a pack and play, probably in the bathroom. Your owner, can add the in-laws later. You would have to have them do it. You will not control or be able to make changes to the reservation.

2. You don't. They have to. Either they will ask you to reduce your stay by a day, or they will have to buy one-time-use points that can be used 7 months from check-in date. It's up to them.

3. Again, the owner has to do Magical Express and Dining for you, and they will have to pay for dining all at once. Tickets are your responsibility to purchase via Disney or a reseller. Your owner has no secret discount or conduit.
 
You are NOT purchasing a package deal from Disney like they do with free dining.
You are renting a reservation for the room only from the renter. They control the reservation until you check-in, even though the reservation will be in your name.
Some of the things only the renter can do for you as PP stated. Some fall upon you - you will need to coordinate with the "person you know" to get things done.
 

Also, if you are inviting your inlaws for part of the trip, you cannot get the dining plan. The dining plan must be purchased for all people on the reservation for the entire length of stay. You can't book an 8 night trip and only get the dining plan for 5 nights, nor can you get the dining plan for the 3 of you (1 year old is free) and have your inlaws arrive the last few nights. They must be on the reservation the entire time.
 
If the owner of the points only has 200 to use, you cannot book a stay requiring 212 points unless they get more somehow. As an owner they should know how to get more points or if they are limited to the 200 exactly.

Four adults and two little kids in a studio is going to be very tight. Not anything I would want to do. I had two adults and three young kids in that exact same room 19 years ago before they renovated the rooms to DVC studios. The living space was good sized, not smaller like it is now because they took a lot of the space to make the expanded bath room. The bathroom back then was half the size it is now. It wasn't so bad for the five of us because everyone had a bed (two queen beds and a twin sized day bed back in 1997). But we had a large dresser to put our clothes in, not the very limited drawers they have in the Polynesian studio, and we could pack our suitcases away. You won't be able to do that in that studio. It's too small with six people.
