New York Quarantine ends

Effective April 1st domestic travelers coming into New York will no longer have to quarantine.

Will they have to retest though prior to getting on the plane to leave and return to NY? I think I'm being hard headed about this new directive. Because it doesn't mention needing to be tested before getting on the plane and only mentions not having to quarantine upon return it leaves me confused. My husband says I'm reading into it way too much I probably am, unfortunately it's what I do.

You only had to test if you wanted to shorten the length of your quarantine. If there is no quarantine there shouldn't be a need to get tested.
