Hello, a few questions. If I were to rent points to vacation to Disney am i eligible for a dining plan? I will be an annual pass holder at the time.
 
Yes. You rent the points, pay the contract owner for the plan for the number of people in the room, and the owner books it for you.

You can't do it directly/independent of the owner when it is a DVC rental.
 
DVC reservations are not included in the free dining offers. It is because you are not paying rack rate to get the "free" dining. If you make a reservation through Disney for a DVC room then you might qualify for the DDP and you will play a lot more for the room as well.
 

DVC points reservations are similar to AP-discounted rooms. Both allow you to purchase a dining plan, without also requiring an additional, minimum ticket purchase.
