New quests at WDW yet?

Have the Pirate quest and the updated Adv/Tom/Fro quests (with the quest pins) arrived at WDW yet?

Or, anyone hear anything about when they might arrive?

Not yet. I was at VMK Central on Saturday and it was still the same quests. In fact, heard from another DISer who was at MK on Saturday, as well, that the tour itself has been cancelled for December.

Why in the world would the tour close?

They aren't closing the tour according the the tour gardens. They will be cancelling them during the Christmas week only.
