It's not a DVC perk....it's a perk for staying onsite at WDW. ALL WDW resorts, DVC or otherwise, get things like Magical Express, Extra Magic Hours, etc.

And even better--you can book it on the DVC website! Not sure if you can do thatat disney.com booking a "regular" vacation.
