There are, of course, many problems with the site, including too often getting the dwarves when trying to do a reservation, for which fixing should take priority over making the site prettier. The one mentioned is actually more of an issue than one might think. Modern resale purchasers cannot borrow online to make a reservation. That means at any 11 or 7 month window, they cannot do a desired reservation until after 9 a.m. while all other members, including those who borrow, can reserve online an hour earlier.
The longer that problem lasts and goes unfixed, including if
DVC just doesn't want to fix it because of cost, the higher the chance that the disadvantaged members will have a valid claim for breach of the POS and applicable contracts. The POS documents expressly provide that, other than home resort advantage, all members stand in a first come-first served position for any DVC reservations. It is that provision that prevents, for example, DVC from creating special reservation timing privileges that favor those who buy more points directly from DVD than others. That online borrowing issue for resale purchasers results in those resale members not being able to reserve at 11 or 7 months out until an hour after other members can reserve, including with borrowing, thus potentially violating the first come-first served rule of the POS by having a system that allows some members to reserve at 11 and 7 months out before others.
