I am hereby laying claim to the names "Test TRON" and/or "TRON Track"... 
New Renderings Depict a Reimagined Test Track at Epcot
From various sources, it seems that the design system will be similar to Some of All Thrills, where the guests will have a card. But the designs will NOT affect the ride itself - it appears that your design decisions will only affect your final score, and in the post-ride area you can do things like make a commercial for your car and get a picture with it. I'm sure it will be free...
It does appear that the ride vehicles will change somehow, like in appearance, but that is still vague.
Apparently Fastpass users will actually skip the design phase.
