You go for it! They should have told you when you booked a TBA that the charge would be the going rate. They can't change rules mid-stream....

I've heard about the policy of adding an extra person it goes up in price, which I understand. I would call back and ask someone else about the situation, how much would a name change, not an extra person cost. Could be the person you spoke with had the wrong info, or didn't realize what you were asking.
