My DSis just got the gift card on Jan. 6. She already had a park hopper. She pre-registered online to save time then brought her registration, drivers license and hopper ticket to the will call window at Epcot (you can go to any will call window--be prepared for some waiting). The card can be used anywhere on property but not in restaurants or for places that are not Disney owned (e.g. some of the stores in DTD). The card does NOT expire (this is a change from the original plan). One bug that may be worked out later: she used a part of the value at one store in DTD then went to another store in DTD to use the rest. The second purchase was more than the value remaining on the card and this messed up the card. It was a hassle to get it fixed. So, if your purchase is more than the value on the card THE CLERK MUST ENTER THE EXACT VALUE ON THE CARD, NOT JUST SWIPE THE CARD. Then you can pay for the rest of the purchase. I think the gift card is a great option. DSis bought gifts that she would otherwise have paid for out of pocket.
