New 24 point policy?

Anyone see this email yet? Just got it, says that every use year, members can "buy" up to 24 points to complete a purchase, at $15 a point?? So, am I reading this wrong (just got done work I might have)?? Does this mean if you are a few points short, you can "buy" those few points, up to 24, for $15 a point?? Thats a great thing if, again, I read it right?
