Need serious help with Halloween costumes..Nightmare before Christmas

So here is the deal...Every year for the last four years I have dressed my kids in themed costumes. We did Wizard of Oz, Flappers and Gangsters...Alice in Wonderland and maybe one i am forgetting. That being said the theme has been chosen this year and it is the Nightmare Before Christmas. My 13 year old will be Jack...My 7 year old will be Sally and my 4 year old will be zero. I need the most help with Zero. I tried talking her into Lock Stock or Barrel but no dice. I need MAJOR creative help for someone who is on a budget but is willing to put in the time and energy it takes to pull off an awesome Halloween
