After you create the text and get it the size, etc. you want it to be simplify the layer. Then go to Edit>Stroke, choose the color you want, the size, and where you want it (inside, center, outside) and press OK.
Choose a layer style (like bevel for example) and apply it to your text. Then click on sunburst symbol that now shows in the layer. From there, check the box that says stroke. Then choose what color, size, etc... Then if you do not want the bevel, unclick the box that says bevel and hit OK
I have the 5.0 version, so I am not sure if this is exactly the same in the current version but hopefully it will help.

No, the retail version does NOT come with any instructions at all. You have to buy a book, find tutorials, get answers to questions on a forum and just learn by doing!!
When you use the stroke layer style (or other style types) you can click on the box that shows the color and open up the color selector and pick any color you can imagine.
To get to the place where you make selections, just click on the FX in the layers panel and you can change colors, size, opacity, etc.

Not 100% sure what you're asking here but you can change the color of any simplified object using the Hue slider under Enhancement>Adjust Color>Adjust Hue/Saturation. An unsimplified object may have a color change option in the toolbar.
You can add an color adjustment layer to an unsimplified object, top of the Layers Palette, and use a clipping group or layer mask to restrain it to an object. This how I get the gold color on the letters after applying the wow chrome effect.
To get a clipping group hover over the dividing line between the two layers holding down the Alt key, the cursor should change to a double circle, and click. This should clip the upper layer into the lower layer. It the same technique used to place a picture in to text.
For a layer mask; when an adjustment layer is added a layer mask automatically comes along for the ride. It's the white square next to the adjustment layer in the Layers Palette. If you paint in black with the layer mask active (click on it) it will hide the effect from that area. You can use this to block the adjustment from areas you don't want affected. You can also paint in gray on this layer to get a partial adjustment. The darker the gray the more of the adjustment is blocked. It's like adjusting the opacity on a selected area while keeping the rest at a different opacity.
