Need help with evening hours at the parks.

I know about the Magic Hours thing if you stay on Disney property.

But I've heard that if you don't stay onsite, you can pay a bit extra to also extend your hours in the park. Does anyone know if this is true? How can I find out more about this?

EMH only applies to those staying at a Disney resort. If you are not staying on property, you do not have the ability to stay past regular closing, whether or not you are willing to pay a fee. It is a perk for staying onsite and would not be a draw if anyone could pay to stay later.
 
Perhaps what you heard about were the occasional hard-ticket events, like the Halloween party or the Christmas party. They're just a handful of days each year, and the price is more than just a "bit extra", and the park actualy closes, empties out, and then reopens.
