I would stay in Old Town Scottsdale at a hotel w/ airport shuttle. Old Town is safe, and you can do everything on foot from there. I used to live right in Old Town, and it was amazing. There are art galleries and cool gift shops. You can go on a carriage ride w/ a horse. It's like the wild west.
The airport area isn't that great as far as sight seeing or safety goes. When we must stay near the airport, we typically stay at the Embassy Suites. This is just because we get HHonors points, but the rooms are nice. Scottsdale is one of my favorite places ever, so I always recommend it!
