Cutting off the tshirt sleeves is a good solution. I was at a pool party where the kids trimmed off the sleeve hem, then cut the remainder into strips. They strung beads onto the strips and tied a knot at the end of each one. It was really cute!
She might be a little too old for arts & crafts like that, though.
I've bought many sleeveless t-shirts from Sears. They wear well and come in all sorts of colors.

DKNY has nice sleeveless blouses in lightweight sweater knits but they're probably too dowdy for a teenager.
