If by "reacted" you mean a skin reaction, then you may still have a problem, because what you will be dealing with is a pair of absorbent cotton training pants, with a pair of vinyl "rubber" pants put on over it. If she reacts to the plastics in disposable diapers, she's very likely to have issues with the vinyl pants, too.
There really is no market for "comfortable" reusable training pants products because being uncomfortable is the entire point. The idea is that the discomfort of wearing these will motivate children to learn to consistently regulate their bladder function so that they can stay dry and wear ordinary thin underpants.
