I don't know if I'm too late, but my personal opinion is that movie passes don't sound like a good idea for this child. First of all, if he has limited tv time, they may not really want him going to a movie. If they are particular about violent themes, then there may not be anything in the movie theater at this time that the parents think would be appropriate, and you'd hate for the child to have to wait for the right movie to come along. (I know, there is the Home on the Range, but there are some very anti-Disney parents out there (gasp!) who may not even like that.) Also, you mentioned a little brother.....I know that honestly, with my DH's busy work schedule, if my DS had been given movie passes, it'd be hard for us to use because DH may not have time to take him right away and I wouldn't be able to take him with out younger son in tow. Of course, I don't know how "little" the little brother is. Just my opinions.
I'd go with a gift card to Target, WalMart, or Barnes and Noble. My son got two gift cards for his 7th birthday, and it was his first experience with gift cards. He thought they were AWESOME!!!! He had fun deciding what he could get for him money (and it was a great learning experience also). He kept the cards for "souveniers" when we were done shopping because he thought they were so cool.
