Nat West car Insurance - done something silly

I have used the Nat West car Insurance the past two years. My sister and family who were accompanying us this year were going to do the same. However, to cut a long story short, she has told Nat West where to stick their credit card and has not paid for the fly/drive (therefore hire car) with the card, so the insurance would not be valid. It will cost her around £360 more to take the Virgin All inclusive, as we are going for 3 weeks. Are there any other hire car insurances out there, which may cost a bit more than the Nat West one, but may still save her some money. I know Amex do one which is tied in with their travel insurance, but do you have to pay for the holiday with the Amex card?
 
The Amex insurance is a separate policy and does not require the card. I used the Platinum(?) coverage up until last year (i now get annual insurance with my current account) with only minor hassles - usually convincing the agent I didn't need any top up insurance!
 
Just to reiterate, the Amex policy is not tied to their travel insurance it's an integral part of their premium annual travel policy. You do not need to have an Amex card to buy their travel insurance. More details here.
