Understanding that things can and likely will change, are the upcoming DCL cruises requiring ship excursions in Caribbean ports? (We are sailing in December and I'm trying to get some idea if I can book private excursions or need to stick with the DCL ones I currently have - and don't really want.)

You're only required to use DCL excursions if you're taking an unvaccinated child under 12 with you.

Agree, and some of those DCL excursions right now are very strict to limit interaction with the locals or anyone not a part of Disney. You can not break from your group or you will be taking a plane home.
