Whatever cost they have recovered from changing out the napkins would come nowhere near the cost of financing the FLE, and frankly, WDW was waaaaaay behind the curve on free Wifi. That was pretty embarassing. And anyone familiar with the hotel industry will say you must update/remodel your hotel rooms every few years, if not to keep them current and stylish then at least due to wear and tear. Otherwise you will lose guests, tarnish your reputation and consequently lose money. I would not be too quick to give Disney props for updates they need to do in order to compete in business. Sometimes it is the extras that make the difference.
Fact is, these past few years Disney has had more breakdown and closures than ever before. Compound that with the cutbacks (napkins, monorails, changes to
DDP) and the economy, it is truly amazing that TDC can still get away with raising prices on admission, hotels and food. However, you can only ride the coattails of your historic reputation for so long before it catches up with you. TDC marketing is a wonder of this world.
