I am not sure why the police officer would tell you a citation for careless driving would be issued???
As an over 20+ years in law enforcement in "Pennsylvania Vehicle Code", you can only write careless driving citations for roadway violations, or when major offenses occur; ie) DWI.....
The vehicle codes state enforceable on roadways. that means not a parking lot. That is private property!
He did not even say, driving unsafe speed, he was more serious at careless driving, that is a very serious offense used when there is insufficient evidence proving Reckless driving! He did not even say there was a moving violation from pulling from a standing/parked ?????

Under parking/Standing/moving safely.........Entering roadways....
Title 75 Ss 3333 (the enforceable section to ticket) No person shall move a vehicle that is parked standing stopped, unless the movement can be done safely....
The general rule states 3301 a) Relates exclusively to vehicles operated on the roadways, EXCEPT where a different place is stated as in 3301 b) "Serious traffic Offenses under 3345- (over taking a school bus)3700(relating to the Serious offenses)-3800 (Under the influence)"
The lights leaving a parking lot, are courtesy, Stupid to not use it properly, but they are only enforceable on the roadway side, not enforceable for the parking lot...You could go to an exit with no light and same thing.
