I don't have a problem with the volume of scooters, but rather the attitude of some of the people using the scooters. For example, last Monday night at the MK, there was an older man (I refuse to say 'gentleman') driving a scooter at warp speed. It was about 9:30pm (park closed at 10), and the place was virtually deserved. We were all at the little walkway between Fantasyland and the entrance to the Haunted Mansion (just past the bathrooms), and the scooter guy comes whipping past me (I was going pretty fast, comando mode) with his horn blaring. Not a little 'beep, beep' to signal that he was behind me, but a constant wail. There was literally a 10 foot clearance on either side of me. I gave him a dirty look, which he totally didn't see, as he had his sights set on his next obstacle. The guy in front of me also was stunned to be blared at by this guy and gave him the same eye roll/dirty look that I gave him. I can't imagine what this guy would have been like in a crowded park.
I know this one has been mentioned, but another pet peeve is getting run over by families walking five deep through the parks. Use the same rules on walkways as you do on the road, stay to the right! I was forced into bushes, curbs, and signs over and over again! And the parks weren't even crowded!
